Video Artifacts/Dotcrawl

Notice the "dots" around the vertical lines of Inu Yasha's trousers.

This is apparently caused by a noisy NTSC broadcast signal, so is an artifact associated with NTSC TV captures. It is most noticeable when vertical lines are contrasted with the colr red, as in this example.
